BY THE NUMBERS
While SPD has made small strides, it still lags behind other police departments in terms of diversity. Nationwide, about 27% of local police officers are a racial or ethnic minority. But within the SPD, it's just 1 in 10.

The CRB was revamped in 2011, but six years later the independent watchdog struggles, despite some successes. Key positions are vacant. Board members say they get no respect. The chief says the board is focused on blame rather than the "truth."
